    ORDER OF THE BOARD (by C.A. Manning):
    On March 13, 2000, Kathryn Cooper (complainant) filed a complaint against the City of
    Fairfield (respondent). The complaint alleges that respondent violated Section 9(a) of the
    Environmental Protection Act (Act) (415 ILCS 5/9(a) (1998)).
    The Board issued an order on May 4, 2000, granting complainant 30 days from the date
    of the order to file proof of service of the complaint upon respondent pursuant to Section 31 of
    the Act (415 ILCS 5/31 (1998)). If the complainant did not file proof of service, the order
    stated that the Board would dismiss this matter and close the docket. Complainant did not file
    proof of service within 30 days after the Board order.

    Therefore, the Board dismisses this matter and closes this docket for complainant’s
    failure to file proof of service within the time permitted by the Board’s order issued on May 4,
    2000.

    The Board notes that complainant submitted a handwritten note on May 15, 2000, stating that
    she sent the notice by registered mail, but did not retain the receipt. The Clerk of the Board
    contacted complainant to advise her that her May 15, 2000 handwritten note did not constitute
    proof of service.
