    ORDER OF THE BOARD (by C.A. Manning):
    On January 18, 2000, the Board received complainant Wayne County Health
    Department’s second motion to amend its December 20, 1999 administrative citation against
    respondent, John Heern. The administrative citation alleges that respondent violated Section
    21(p)(1) of the Environmental Protection Act (415 ILCS 5/21(p)(1) (1998)). The Board grants
    complainant’s second motion to amend and accepts this case.
