    ORDER OF THE BOARD (by C.A. Manning):
    On March 13, 2000, Robert Lichtenberger and Wilma Lichtenberger (complainants)
    filed a complaint against the City of Fairfield (respondent). The complaint alleges that
    respondent violated Section 9(a) of the Environmental Protection Act (Act) (415 ILCS 5/9(a)
    (1998)).
    The Board issued an order on May 4, 2000, granting complainants 30 days from the
    date of the order to file proof of service of the complaint upon respondent pursuant to Section
    31 of the Act (415 ILCS 5/31 (1998)). If the complainants did not file proof of service, the
    order stated that the Board would dismiss this matter and close the docket. Complainants did
    not file proof of service within 30 days after the Board order.
    Therefore, the Board dismisses this matter and closes this docket for complainants’
    failure to file proof of service within the time permitted by the Board’s order issued on May 4,
    2000.
