OPINION AND ORDER OF THE BOARD
(by Mr. Dumelle):
Southern Illinois University
(SIU) filed
a variance request on
January 21,
1974, for an extension of time until
April
15,
1974,
to
complete modifications
of the waste water treatment system located
at SIU’s Little Grassy Lake Outdoor Laboratory.
The Agency
recommended that the variance be granted for the suspended solids
standard found
in Water Pollution Rule 404(f) which became effective
after December 31, 1973.
SIU’s
Little Grassy Lake Outdoor Laboratory
is
located
in Jackson
County
at Carbondale.
This summer camping facility generates approxi-
mately 7500 gallons per day of sewage plant effluent which
is
in
compliance with
the requirement of 4 mg/l of BOO5, but violates the
suspended solids requirement of 5mg/i
(Water Rule 404(f)).
SIU’s chlorinated sewage plant effluent is discharged
to Indian
Creek which
is tributary to Drury
Creek.
The Agency states that the
environmental
impact upon Indian Creek, during the variance period,
would be minimal
due to the limited use of the facility and small
magnituth~of the violation of the suspended solid requirement.
For
this reason, the Board has decided
to grant the variance.
The above
consists of the Board’s findings of fact and conclusions of law.
ORDER OF THE BOARD
Southern Illinois University
is hereby granted a variance from the
suspended solids standard of Rule 404(f) of the Water Pollution Rules
from December 31,
1973,
until April
15, 1974.
