    This amended petition,

    response
    to the Board’s Order of February 24,
    1983,
    continues
    to be deficient.
    The record
    in the prior proceeding has
    riot
    been incorporated into this one.
    No details have been given
    concerning the progress of the Village of Milan’s SSES and
    facility planning.
    In its last Order,
    the Board inadvertently neglected
    to join
    the Village as a party.
    It is hereby joined as
    a party respondent
    (as
    it was in PCB 81—148).
    Oak Grove is ordered to
    make
    service
    of this petition upon Milan pursuant to
    35
    Ill.
    Adm.
    Code 103,
    123
    (the Board’s Procedural Rules).
    If an amended
    petiLion
    supplying the above—noted information,
    and
    certifying that service has been made on Milan,
    is not filed
    within 45 days
    of
    the date of this Order, this petition will he
    subject to dismissal.
