OPINION AND ORDER OP THE BOARD (by Mr. Dumeile):
Petition for variance was filed September 20, 1974.by the
North Shore Sanitary District (“District”)
The
petition
requests
an extension of the variance granted January 10, 1974
(PCB 73-134)
and asks to retain the use of 5,271 population equivalents (“P.E.”)
remaining of 8,000 P.E. previously authorized for sewer connection
permits tributary to the District’s Clavey Road treatment plant.
The Petition also asks to relieve the sewer ban entirely
from the subject treatment plant.
No public hearing was held.
On
October 17,
1974, the records of prior related proceedings were
stipulated into this cause by the District.
The Environmental
Protection Agency filed its recommendation on December 9, 1974 and
recommended the grant of the variance for an additional year.
It
did not recommend lifting the sewer ban entirely at this time.
Effluent data for the Clavey Road treatment plant for the
period from January through August, 1974 inclusive, show average
levels of 17 mg/i BOD
and 17 mg/i of suspended solids (“55”)
compared to the appii~ablestandards of 10 mg/i BOD5 and 12 mg/i
SS.
The Agency ascribes these higher levels to the shakedown
problems of a new treatment plant.
It points out that the recorded
plant flows range from 5.8 million gallons per day (MGD) to
15.7
MGD compared to the plant capacity of 17.8 MGD.
Thus the 5,271
P.E.
(at 100 galLons per P.E. per day) would only add 0.53 MGD to
the plant load and the
effluent
quality
should
not
deteriorate
because of this.
The Agency refers to the stipulation set out in full in
PCB 73-134 which gave target dates for completion of certain
projects as follows:
