    The
    Petition
    to
    Modify
    Specific
    Thermal
    Standard
    on
    Coffeen
    Lake during
    May
    and
    October should
    be
    denied
    based
    on the
    following
    reasons:
    1.
    The
    expansion
    of the thermal
    limits
    does not
    resolve Ameren’
    s problem.
    Coffeen
    Lake
    is
    not capable
    of supporting
    the
    cooling
    demands
    of Ameren
    presently,
    and
    certainly
    not in
    the future.
    2.
    The Deer
    Run
    Mine
    will
    use water from
    Lake
    Lou
    Yaeger
    and
    Glen Shoals
    that
    in
    the past flowed
    into
    Shoal
    Creek
    which is
    a
    feeder stream
    for Coffeen
    Lake.
    3. The
    seven
    longwall
    panels
    proposed
    by Hillsboro
    Energy
    will
    trap
    water in the
    watershed
    from draining
    into Coffeen
    Lake.
    4.
    Ameren’s
    desire to increase
    capital
    can
    be
    satisfied
    by pursuing
    alternate
    energy
    sources
    which
    will
    alleviate
    the
    demands
    on Coffeen
    Lake.
    5.
    Alternative
    energy
    sources
    will
    also
    help
    to reduce the
    high mercury
    content
    found
    in surrounding
    lakes.
    6. Alternative
    energy
    sources will
    also
    help
    address
    the
    carbon
    emissions
    issue
    which
    is in
    the
    forefront
    of
    legislation.
    The
    compromised
    quality
    of Coffeen
    Lake
    should
    be
    the
    issue, not
    the
    enhanced
    profits
    of
    Ameren. Please
    deny
    Ameren’s
    petition
    and
    protect the
    viability
    of
    Coffeen
    Lake.
