    Dear Mr. Novak;
We arc writing to you about the S&ter appeal ofthe illinois EPA denial ofa permit for a garbage
transfer station across the road from where we live here in Efflngham County on the Altamont-
Farina blacktop (PCB 04-187). The garbage station that Sutter wants would be within about
    500
feet ofthe home we ~ve~i~.nd rent from Lloyd Stock.

We moved in next door to Jesse Rnffner and his family including their new baby, KyJe Mason,
on June 30, 2004. Our daugh~er,Heather? is one year old. So far we like living here and being in
the country. We also get along well with the Ruffners.
We can not comment on the law that the Illinois EPA depended upon to
    make
    its decision to not
Jet the station go in here? but we are certainly glad that the law exists and that they made the
decision they did for our sake. The traffic on the Altamont-Farina blacktop is already very heavy,
and we would not like to see more garbage trucks into the place across the road. We also are glad
that we will not have to live so close to the smell and looks ofa garbage place right by our house.
We understand that a new garbage
    station is
not permittedunder the law to be located wIthin
1,000 feet ofa person’s home. We hope that you will uphold this law and support the flhinois
EPA in protecLing us. It is a very personal matter in our case and to make the point, we have
included a picture ofus arid the kufThers together here at home.
Please do not let our home end up ~o close to a garbage station.
    Respectfully submitted,
    ~
    Brad and Heather BaiIey~
