    Proposed Waste Transfer Facility
    3412 Northwest Highway
    Dear Hearing Officer:
    I wanted to take this opportunity to express support for the decisions by the McHenry County
    Board related to the proposedMarshall Lowe Solid Waste Transfer station. This facility is
    proposed for 3412 Northwest Highway (US Route 14.)
    On Tuesday, May 6, 2003 the McHenry County Board voted to deny the application for failure
    to meet the criteria set forth as dependencies for approval. Specifically, the board unanimously
    agreed that criteria #2 (Public health, safety and welfare,) #3 (Incompatibility with the character
    ofthe surrounding area...,) and
    #5
    (Plan ofoperation is designed to minimize the danger to the
    surrounding area...,) were non-compliant, and were not met by the applicant.
    Obviously, the inability of communitygovernments to maintain control of development and
    rapid growth has become a challenge all over the United States. New Homes require a
    significant investment in infrastructure and in many cases planning has not been able to
    adequately predict the impact ofuncontrolled residential growth, including that ofMcHenry
    County. The citizens ofMdllenry County generally recognize that infrastructure projects like
    the proposed Solid Waste transfer station are important to meet the demand. However, there is a
    delicate balance between meeting infrastructure responsibilities, and the responsibilities of
    health, safety and welfare, not to mentionthe environmental impact described.
    Clearly, for this site to meet the criteria set forth, major regional infrastructure improvements
    would need to be mandated. Specifically the adjacent park land (conservation district) would
    require protective buffers, and the surrounding watertable would require protection. Sound
    barriers from noise pollution must be considered. In addition, major transportation systems
    would require upgrades, including the impact on connecting roads and bridges on US 14 that are
    already over burdened.
    Please deny this~application for a waste transfer site at this location;
