    Dear Ms. Gunn:
    Re: Case#03-218
Case Name: Rochelle Waste Disposal, LLC, vs. City Council of Rochelle, IL
The Dement Township Board (Supervisor, Clerk, Trustees and Road Commissioner) was elected
by the citizens ofthe township to be their voice and to represent the voters in a manner that is in the best
interest ofthe township, not only fortoday, but also for the future.
We are each entrusted with a very small portion ofthis earth for a short time (our adult life). It is
our responsibility to leave this portion in as good (or better) condition than it was. There will be
generations to follow who will have the same responsibility.
With regards to the landfill expansion application, the Township Board feels that four of the nine
criteria were not met. They include. #1: Need, #2: Health, Safety, and Welfare, #3: Compatibility with
Surrounding Area and #6: Traffic. We are especially concerned with preserving the quality ofthe water
in the aquifer located directly under the landfill.
That being said, we the Dement Township Board, as a whole, would like to be on record stating
that we support the Rochelle City Council’s decision, as siting authority, to deny approval for Rochelle
Waste Disposal LLC’s application to expand the landfill. We feel this decision was made totally on
evidence submitted and that the siting authority gave strong consideration to the health, safety and
welfare ofthe citizens it represents. To reverse its decision would not be in the township’s best interest
and could be very detrimental to the township’s future generations. We feel this is due to the close
proximity to the Village of Creston, to the center of the township and for the preservation of the water
    quality in the aquifer.
Therefore, we recommend that the IPCB, as a whole, let the decision ofthe Rochelle City Council
    stand.
    Sincerely,
    Willard Davey,
    Dement Township Supervisor
