I am writing to express my hope that the Illinois Pollution Control Board will uphold the
Illinois EPA's denial of Peoria Disposal's Request for a Class 3 Permit Modification.
The Peoria County Board has siting authority for expansion requests and a reversal of the
IEPA's decision would effectively remove that decision-making authority from the local
governing body. Our County Board voted unanimously to express its firm belief that
siting authority should remain in their jurisdiction.
Additionally, I trust that the IPCB will see through this self-serving attempt by PDC to
view itself as the "generator" of the waste that is trucked in from customers in 10 states
for treatment and disposal. It is ironic that the very place where the public hearing was
held before the IPCB last week in the Class 3 Permit Modification matter is the very
same room in which just five months ago Brian Meginnes, lead counsel for PDC, stated
the following to the Peoria County Board about the same PDC facility and operations:
"We are in the service business. We don't generate the hazardous waste.
Just remember that. Our customers do."
PDC's desperate attempt to create a new reality of the obvious truth borders on insulting
and I trust that the IPCB will see through this ridiculous tactic so that our community
doesn't suffer the consequences.
