You made a really poor decision on the Cahokia/Waste Management issue.

As a resident of St. Clair County, nearby, I am very disappointed to see

that my state agency couldn't see the importance of preserving a national

heritage site area.

What, may I ask, are the criteria you use in deciding to allow money to

trump legacy?
