The Respondent, Illinois Environmental Protection Agency ("Illinois EPA"), by
and through its attorneys in accordance with the Illinois Pollution Control Board
("Board") Hearing Officer Order of July 24, 2006, files its Administrative Record
("Administrative Record") in this cause
.
Acting in accordance with its authority under the permit provisions of the Illinois
Environmental Protection Act (hereinafter
"Act"),
415 ILCS 5/39 (2006), the Illinois
EPA issued a construction permit for D & L Landfill, Inc
. ("D & L") on May 12, 2006
.
The permit authorized the construction of a new landfill gas extraction well and
associated passive flare for a facility located at 825 West Willard Street, Greenville,
Bond County, Illinois
. On or about June 13, 2006, Petitioner filed a petition before the
Board challenging certain conditions contained within the construction permit issued by
the Illinois EPA .
In accordance with the Hearing Officer's July 24, 2006, Order, four copies and an
original of the Administrative Record are filed with the Board
. The Administrative
Record consists of, among other things, D & L's permit application materials
;
 
correspondence between the Illinois EPA and D & L
; the currently applicable Clean Air
Act Permit Program Permit ("CAAPP") ; and various solid waste landfill capacity
certifications, annual reports and design capacity and NMOC emission rate reports
submitted by D & L . The specific documents contained within this Administrative
