    HEARING REPORT
    On February 24, 2005, a hearing was held in the above-captioned matter at the James R.
    Thompson Center, 100 West Randolph Street, 11

    Floor, Chicago, Illinois. Attorneys Jeffrey
    Fort and Letissa Carver Reid appeared and participated on behalf of the petitioners. Attorney
    James Day appeared and participated on behalf of the respondent.
    Witness Credibility
    Two witnesses testified at the hearing. Based on my observations and legal knowledge, I
    find that there are no credibility issues with the witnesses.
    Exhibits
    The only exhibits that were offered at the hearing were exhibits 1 through 15 that were
    filed with the pre-filed testimony that was filed on February 17, 2005. The exhibits were
    admitted into evidence without objection.
    Briefing Schedule
    A briefing schedule was discussed and agreed to at the hearing. The parties’
    simultaneous opening post-hearing briefs must be served and filed on or before March 15, 2005.
    The parties’ simultaneous replies, if any, must be served and filed on or before March 21, 2005.
    The mailbox rule does not apply. Public comment is due to be filed on or before March 4, 2005.
