Dear Clerk:
I am a citizen of the State ofillinois and a party interested in the above referenced
rulemaking. This past year I participated in, and observed, several ofthe hearings that
were held before the illinois Pollution Control Board in the above referenced matter.
After reading the Opinion and Order that were provided by the illinois Pollution
Control Board on February 17th of this year, I am confident that: 1.) a number of
questions pertaining to the intent of the proposed rules need to be clarified before those
individuals and organizations that are likely to be impacted by the proposed regulations
can truly assess the impact of this rule; and 2.) additional information, that is highly
relevant to this proceeding, needs to be placed on the record before the illinois Pollution
Control Board prior to this rulemaking proceeding to second notice.
Therefore, I respectfully request that additional hearings be held in this matter so
that the affected citizenry has an opportunity to fully explore the impact of the proposed
rule and so that the PCB is fully abreast of all relevant facts.
Finally, since all previous hearings in this matter, have been held in the northern
and central portions of the state, I also respectfully request that at least one additional
hearing pertaining to this matter, be held in the southern third of the state. I feel this is
necessary in order to accommodate input in this rulemaking from citizens from all
regions of the state. Thank you for your consideration.
