Present Duties include monitoring of blast events in the Upper Midwest. Pre /
Post building inspections. Advise clients on proper seismic procedures and record
keeping. Blast damage complaint investigations. Currently working with Elmhurst-
Chicago Stone, Vulcan Materials Company, Material Service Corporation and other
smaller quarries in the area on a daily basis. Presently working with the Village of
Wanukee, WI on a blasting project. Worked with Illinois Department ofNatural
Resources Task Force on Blasting Adjacent to Landfills. Have presented information on
blasting effects to the State ofWisconsin and the Iowa Department ofTransportation. In
1998 worked with the State ofWisconsin in drafting revised blasting regulations for the
state. In 2001 in depth blast vibration study for the City of Elgin. Have worked with
most major contractors in Chicago on projects such as U505 Submarine relocation,
Soldier Field Renovations, Reconstruction ofWacker Drive and Michigan Ave. Worked
on several projects at O’Hare Airport and with the Chicago Building Commission

vibration standards in the following states: CT, FL, IL, KY, MD, NJ, PA, VA, and WV
to name a few.

JOHN CHARLES HENRIKSEN
PROFESSIONAL EXPERIENCE:
Since January 1, 1997, served as Executive Director of the Illinois Association of Aggregate Producers, the
trade association representing this State’s producers of crushed stone, sand and gravel.
Duties include serving as association lobbyist on State and Federal legislative issues, representing the Illinois
aggregates industry before State and Federal regulatory agencies, keeping Association members informed about
critical industry
issues and managing the day-to-day affairs of the Association.
From 1985 to 1996, served as an attorney with the Illinois Department of Mines and Minerals and the Illinois
Department of Natural Resources.
Advised the Department’s Director concerning all mineral law legal issues of interest to the agency. Drafted
legislation in order to amend the various regulatory Acts administered by Department; testified before the General
Assembly for and against legislation. Responded to inquiries from the Illinois General Assembly, and the public,
relating to areas within the Department’s jurisdiction. Negotiated with other State agencies concerning mineral
law issues.
Directed the Department’s statewide coal, oil and gas and aggregate enforcement programs under all regulatory
acts administered by the Department. Served as administrative lawjudge for unitization, integration and drilling
unit cases brought un4er the Illinois Oil and Gas Act. Prosecuted, or supervised the prosecution of, all regulatory
enforcement cases. Additionally, represented or supervised the Department’s representation in all cases brought to
challenge permit decisions and fee assessments under all regulatory Acts administered by the Department.
Assisted Attorney General’s office in collecting bonds, unpaid fees and civil penalties. Presided as hearing officer
during public hearings on rulemakings and proposed permit applications. Represented the Department in
personnel matters.
From 1981
to
1985, served as an attorney with the Kentucky Natural Resources and Environmental
Protection Cabinet.
Represented the Cabinet before administrative, trial and appellate state and federal courts. Duties included
prosecution of enforcement cases, the collection of civil penalties and the collection of performance bonds.
Rendered legal opinions to the Cabinet on regulations governing surface coal mining operations. Conducted
training for mine inspectors in preparing for administrative hearings. Additionally, represented the Cabinet in
personnel, civil rights and unemployment insurance cases before administrative;boar4s~
