    Iam wish to encourage support for effective “antidegradation” standards for our

    is my understanding that Governor Ryan is proposing such policies and that the
    state’s polluters are preparing to challenge this proposal. Again, I encourage the
    illinois Poiltition Control Board to adopt “antidegradation” policies.
