approximately 150 ft. of 8-inch diameter PVC manure transfer pipe
between the manure pits.
These livestock waste management facilities are used to collect, transport and/or
store livestock wastes prior to cropland application, and are further described in
Exhibit
A.

Section 11-10 ofthe Property Tax Code, 35 ILCS
200/11-10
(2006), defines
"pollution control facilities" as:
"any system, method, construction, device or appliance appurtenant
thereto or any portion of any building or equipment, that is designed,
constructed, installed or operated for the primary purpose of: (a)
eliminating, preventing, or reducing air or water pollution
... or (b)
treating, pretreating, modifying or disposing
of any potential solid, liquid
or gaseous pollutant which if released without treatment, pretreatment
modification or disposal might be harmful, detrimental or offensive to
human, plant or animal life, or
to property."

Pollution control facilities are entitled to preferential tax treatment, 35 ILCS
200/ll-5.

Based on the information in the application and the purpose ofthe facilities, it is
the Illinois EPA's engineering judgment that the described facilities may be
considered
"pollution control facilities," pursuant to 35 Ill. Adm. Code
125.200(a), with the primary purpose
of eliminating, preventing, or reducing
water pollution, or as otherwise provided in
35 Ill. Adm. Code 125.200, and are
eligible for tax certification from the Board.
WHEREFORE, the Illinois
EPA recommends that the Board issue the

Self-explanatory. Submn copies of all permits issued by local pollution control agencies.
(e.g. MSO Construction Permit)
Refers to manufacturing processes or materials on which pollution control facility is used,
Narrative description of the pollution control facility, indicating that its primary purpose is to eliminate, prevent or reduce pollution.
State the type of control facility. State permit number, date, and agency issuing permtt. A narrative description and a prooess
flow diagram describing the pollution control facility, Include a listing of each major piece of equipment included in the claimed
fair cash value for real property. Include an average analysis
of the
influent and effluent of the control facility stating the
collection efficiencv.
List air contaminants, or water pollution substances released as effluents to the manufacturing processes. List also the final
disposal of any contaminants removed from the manufacturing processes.
Item (1) - Refers to pollutants and contaminants removed from the process by the pollution control facility.
Item (2) - Refers to water pollution but can apply to water-carried wastes from air pollution control facilities. Submit drawings,
which clearly show (a) Point(s) of discharge to receiving stream, and (b) Sewers and process piping to and from the control
facility.
Item (3) -If the collected contaminants are disposed of other than as wastes, state the disposition of the materials, and the value
in dollars reclaimed by sale or reuse of the colleced substances. State the cost of reclamation and related expense.
Item (4) - State the date which the pollution control facility was first plaoed in service and operated. If nol, explain.
Item (5) - This information is essential to the certification and assessment actions. This accounting data must be completed to
activate project review prior to certification by this Agency.

Lone Hollow LLC is a swine farm with 5 separate buildings.
Each of these building has manure storage capacity in below ground level concrete pits.
Also integrated into the design is specially designed flooring material that separates the
animals from the manure holding area yet allows the manure to pass thru the floor into
the holding area. The flooring in buildings 1
&
4 have a combination of slatted plastic
&
cast iron flooring

allows for manure to pass
thru
into the below ground storage pits.
Buildings 2,3,& 5 have slatted floor made of concrete, re-enforced with steel.

4 (from diagram below) have manure pits that drain into,
thru
underground
piping, buildings 2,3
&
5. This underground piping consists of 8" PVC pipe, these lines
are approximately 50 feet long, the distance between buildings. Buildings 2,3,&5 have
deep concrete (8'
&
10') pits. below them that will retain approx 12 months worth of
manure produced by the animals at the farm. Manure is retained by these structures to
prevent it from leaving the farm and reaching surrounding water sources. The nearest
body of water is approx

mile from the nearest building. Multiple times each year the
manure is pumped out of the pits and injected into surrounding farmland at
ergonomically appropriate rates. Each of the buildings with deep pits have multiple pump
out locations located on the longer sides of the buildings. These pump out locations are
approx 4 feet square and are made of concrete
&
steel. They are poured as floors and
walls of the building are constructed. This feature allows for portable pumps to be
lowered into the pits from the outside of building.
Collection efficiency of this design of pollution control facility is 100%.
On the accompanying diagram the buildings are identified as 1-5 with approx.
dimensions listed at the top of each. Arrows between buildings indicate the direction and
flow of manure from one building to another.
