    On September
    16, 2008,
    the Board accepted
    for
    hearing
    a site-specific
    rulemaking filed
    on
    August
    29,
    2008, by the City
    of Springfield
    (City), Office
    of Public Utilities,
    City
    Water,
    Light and Power
    (CWLP) and
    Springfield Metro
    Sanitary
    District
    (District), (collectively,
    Springfield).
    The proposal seeks
    to
    establish
    an alternative
    water quality
    standard
    for
    boron
    from the
    discharge point at
    the Spring Creek Sanitary
    Treatment
    Plant
    (Spring
    Creek STP)
    to the
    Sangamon
    River to its confluence
    with the
    Illinois River
    and 100 yards downstream
    from the
    confluence
    in the Illinois River.
    The
    Board
    granted a motion
    to expedite the
    rulemaking
    consistent with the Board’s
    available resources
    and directed
    that
    a hearing
    be set expeditiously.
    The Board held
    two hearings
    in this proceeding,
    the first on November
    3, 2008,
    and the
    second on December
    16, 2008. At the
    close
    of the second
    hearing,
    the participants agreed
    to a
    comment period
    lasting
    for 30 days
    after the Board received
    the transcript
    from
    the
    December
    16, 2008 hearing.
    The Board received
    the
    transcript
    from that
    hearing
    on December 30,
    2008.
    Therefore, the
    period
    during
    which
    comments
    may
    be filed for consideration
    by
    the
    Board
    before
    proceeding
    to second
    notice
    closes January
    29,
    2009.
    Any requests
    to extend the notice
    period
    must
    be received prior
    to January 29,
    2009.
