    ORDER OF THE BOARD (by J. C. Marlin):
    This matter is before the Board on the City of Toluca’s
    (“Toluca”) Motion for Expedited Decision filed December 31, 1990.
    On January 2, 1991, the Illinois Environmental Protection Agency
    (“Agency”) filed a Motion to File Amended Recommendation Instanter
    and attached the Amended Recommendation.
    Toluca’s motion is granted. The Board will give expedited
    consideration to Toluca’s
    variance
    petition consistent with
    available staff and resources. In addition, the Agency’s Motion
    to File Instanter is also granted.
