    ORDER OF THE BOARD (by J. Marlin):
    On August 6, 1990, the transcript of the hearing held on
    this matter and a copy of the executed Stipulation and Proposal
    for Settlement were filed with the Board. There is a discrepancy
    between the transcript, the complaint filed May 8, 1990, and the
    Stipulation. The description of the terms of the settlement in
    the transcript states: “Respondent admits to the past violations
    of Section 9(b) of the Environmental Protection Act.” (Tr. p.
    3—4). The complaint alleges violation of Section 9(b) of the
    Act. However the executed Stipulation provides that:
    “Respondent, Aggrecon, admits to the past violations of Section
    9(a) and (b) of the Act.” The Board directs the parties to file
    with the Board the proper pleading to clarify this issue; such
    pleading to be received by the Board by September 11, 1990.
