    ORDER OF THE BOARD (by J. Marlin):
    This matter comes before the Board upon a Motion to Withdraw
    Complaint filed on July 3, 1989 by petitioner, Illinois Environ-
    mental Protection Agency (“Agency”). The Agency states that it
    has incorrectly named John Whirrell as the owner of the property
    in question and, therefore, moves to dismiss this matter. The
    Agency’s motion is granted and this matter is dismissed.
