    ORDER OF THE BOARD (by J. Marlin):
    Petitioner, City of Geneva, filed its petition for variance
    on June 30, 1989. The statutory filing fee did not accompany
    this petition. The Board received the filing fee on July 7,
    1989. Accordingly, the statutory time periods for action
    required by the Illinois Environmental Protection Agency and the
    Board begin running on July 7, 1989.
