    This matter comes before the Board on a June 29, 1989 filing
    by the Illinois Environmental Protection Agency of a motion to
    file its recommendation instanter. The movant stated that the
    unusual technical aspects involved in this case necessitated
    additional time—consuming technical input which resulted in the
    lengthened period of response. The Board hereby accepts the
    movant’s explanation, grants the motion and enters the
    recommendation into the record.
