ORDER OF THE BOARD (by J. Anderson):

On December 14, 1989 the parties filed a joint status report

in this matter, stating that “an agreement in principle”

resolving the issues here in dispute had been reached. The

parties have requested additional time, through January 31, 1990,

to finalize their agreement, suggesting that no hearing need be

held. The parties are directed to file either “documents

embodying the final resolution of this matter” or an updated

status report on or before January 31, 1990.
