    ORDER OF THE BOARD (by J. Anderson):
    On March 31, 1988, the McHenry County State’s Attorney, on
    behalf of the People of McHenry County, filed a motion for leave
    to file an amicus brief “solely with respect to the County
    Board’s decision as to criteria 1, 2 and 3”. Waste Management
    filed a response on April 6, 1988. The Board hereby grants the
    People leave to file an amicus brief solely with respect to
    criteria 2 and 3 not with respect to Criterion #1; this leave, is
    granted for the reasons discussed and conditions contained in the
    Board’s Order of March 24, 1988 in this case granting similar
    leave to the McHeriry County Defenders.
