    This matter comes before the Board upon Petitioner’s
    Petition for Variance filed November 23, 1987. The Petition is
    deficient in that it fails to demonstrate service on the Illinois
    Environmental Protection Agency, fails to demand or waive hearing
    as required at 35 111. Adm. Code 104.124 and fails to contain the
    data required at 35 Ill. Adm. Code 104.121.
    The petition is hereby dismissed without prejudice.
