    OPINION AND ORDER OF THE BOARD (by R. C. Flemal):
    On December 8, 1987, the Iroquois County Board filed a
    Motion to Consolidate the record of PCB 87—29 into the record of
    the instant matter. The Board construes this as a motion to
    incorporate the record of the prior proceeding into the instant
    proceeding. The motion is granted, and the record of PCB 87—29
    is hereby incorporated into the record of PCB 87—173.
