DISSENTING OPINION (by J. Anderson):
I do not object to incorporating the evidentiary record of
PCB 87—29 developed by the County into PCB 87—173. However, I
believe that complete incorporation is unnecessary. For example,
I see no reason to include the pleadings from the prior case or
the Pollution Control Board’s hearing record. The Board does not
need the inclusion of unnecessary material for its review in
these cases.
For this limited reason, I dissent.
