    motion to require the filing of an answer filed on behalf of the
    complainants. Nothing in the Illinois Environmental Protection
    Act or the Board rules requires the filing of an answer, and
    there is no showing demonstrating the need for such extraordinary
    relief in this matter. That motion is hereby denied.
