    ORDER OF THE BOARD (by J. D. Dumelle):
    This Order is entered in clarification of the Board’s
    October 23, 1986, Order in this matter denying an emergency
    motion for continuance as moot. In that order the Board quoted a
    statement froir the motion regarding the hearing officer’s
    position on continuances. The purpose of quoting that statement
    was simply to reflect that the hearing officer had not, as of the
    time of the filing of the motion, ruled upon it and to indicate
    the Illinois Environmental Protection Agency’s asserted
    justification for bringing the matter directly to the Board.
    Upon receipt of the October 23rd order, the hearing officer,
    who had not previously been served with a copy of the motion,
    contacted the Board to indicate that the quoted statement did not
    accurately reflect his position on continuances, and that the
    wording of the order was such that the Board appeared to accept
    the statement as true. Such was not the Board’s intent. The
    Board has no reason to believe that the hearing officer has in
    any way acted improperly in his handling of this proceeding.
