The Agency
has aced inexact language in
its Recommendation.
In paragraph 7
it s~tes liThe Aqency bases this
determination
upon the fact

discharged
are solids
taken in from
the Illinois
River
and no deqradat ion should occur”.
Yet in paragraph 2 the
Agency
mentions lifilter backwash,
softener regenerant
wastewater and boiler blowdown”. This
directly contradicts paragraph 7~
The Mobil Oil Corporation application dated October
17, 1985
is more precise.
It
points out (p.
3) that the sand filter
backwash has or will shortly be eliminated from the outfall in
question. Boiler blowdown
and softener
regenerate waste water
will continue to be
discharged
from
this outfall.
However, the
amounts of total
suspended
solids
are quite
low, about one pound
per day,
Provisional
variances come to the Board
generally on the day
of its
meeting.
Little
time is
available to
study the material
submitted. The
Agency~s Recommendation
should be carefully drawn
to reflect
the actual situation.
