    ORDER OF THE BOARD (by J.D. Dumelle):
    This matter comes before the Board upon a January 24, 1986,
    motion for stay filed on behalf of Fred Jurcak. The Illinois
    Environmental Protection Agency responded to that motion on
    February 4, 1986, and amended its response the following day.
    Jurcak filed a motion for leave to file a reply and a reply on
    February 20, 1986. The motion for leave to file instanter and
    the motion for stay are hereby granted.
    IT IS SO ORDERED.
