    ORDER OF THE BOARD (by B. Forcade):
    This matter comes before the Board upon a March 15, 1985,
    petition to intervene and an accompanying complaint filed by the
    State’s Attorney of Cook County on behalf of the People of the
    State of Illinois (“People”). On March 20, 1985, proof of
    service on complainant and respondent was filed. No response was
    received.
    The motion to intervene is granted. However, the Board
    makes no holding on the People’s assertion that Citizens is
    barred from proceeding with this action.
