INTERIM ORDER OF THE BOARD (by J, Theodore Meyer):
Pursuant to Rule 204(g) of Chapter 2: Air Pollution,
Petitioner is required to address whether or not the emission
rate proposed as alternative limit will cause or contribute to
(1.) a violation of applicable primary or secondary sulfur diox—
ide ambient air quality standard and (2) a violation of an
applicable Prevention of Significant Deterioration (PSD) incre-
ments. In this matter, Petitioner has addressed the question of
the sulfur dioxide air quality standard, but has failed to provide
information about the applicability of the PSD program to these
sources and the possiblity of violations of PSD increments.
Petitioner is directed to provide this information and inforrna—
tion estimating probable consumption of available increments
should the requested alternative limit be granted.
Petitioner alleges that when the increases based on a
6.0 pounds per million British thermal units limit are added
to the worst case days modeled by the Agency the results are
usually not greater than 80 of the National Ambient Air Quality
Standard for sulfur dioxide (SO,,~ NAAQS). However, Tables 3
and 4 of Petitioner’s Exhibit l~appear to indicate that such
addition aften results in levels equal to or greater than 80 of
the SO2 NAAQS. Petitioner is directed to explain this incon—
sistency. If this was not the proper use of these Tables,
Petitioner is requested to specifically document the incre-
mental increases which fall below or are above the 80 level.
At page 8 of Exhibit 19, Petitioner states that the air quality
impacts for those time periods above the “cut off point” were
determined. Assuming that the cut off point means thqse demon-
strations registering levels greater than the 80 level,
Petitioner is directed to provide more specific details on these
determinations.
Hearing is ordered set at the convenience of the Agency and
Petitioner to address these questions.
