    On April 25, 1978, Respondent, Peter D, Giachini, filed a
    Motion with the Board for Leave to File a Counter Complaint.
    For the reasons set forth in the Board’s Order of January 19,
    1978 in Owens-Illinois, Incorporated v. Environmental Protection
    Agency, PCB 77-288, _____PCB

    the Motion is denied.
    Petitioner filed a Motion on May 1, 1978 to Vacate an Order
    of the Hearing Officer entered on April 12, 1978. The Motion
    does not comply with the requirements of Rule 308(f) of the
    Board’s Procedural Rules, the Motion is denied.
