    On February 10, 1978, Orland Trails Construction Company
    filed a Motion to Intervene and Motion for Modification of
    Board Orders in this matter. Objections to the Motion were
    filed by the Petitioner on February 15, 1978 and by the
    Respondent on February 17, 1978.
    The Motion is denied; the Board reaffirms the Order of
    February 2, 1978.
    Mr. Werner dissents.
