    ORDER OF THE BOARD (by Mr. Young):
    The North Shore Sanitary District’s Petition for Recon-
    sideration, Reinstatement and For Leave to Amend is hereby
    denied. The Board still believes that the Petition, even
    with the supplemental information, lacks adequate information
    concerning the environmental impact which would occur if the
    variance is granted and adequate information concerninq the
    hardship to result if the variance is denied. For the fourth
    time, Petitioner is directed to follow Board Procedural Rule
    401. In the event that Petitioner decides to file a new
    Petition, all information filed heretofore, and any new informa-
    tion, should be consolidated in that new Petition.
    To enable the Board to make any meaningful determination,
    the Petition must be considerably more specific. Although
    Petitioner estimates that the overflow is 2.5 percent of the
    total yearly flow, without the yearly flow also included,
    this figure is meaningless. The Petition should set forth
    the stream to which the overflow is tributary and water quality
    data of that stream.
    The Petition should inform the Board
    whether any basement flooding occurs as a result of the over-
