    ORDER OF THE BOARD (by Dr. Satchell):
    Respondents on June 16, 1977 filed a Motion to Stay
    Order Pending Appeal. Pursuant to this motion the Board
    will stay, pending appellate review, the monetary penalty
    portion of the order issued on April 28, 1977 contingent
    upon Respondents posting bond securing payment of the
    penalty. The remaining portions of the order of April 28,
    1977 remain in effect.
