OPINION AND ORDER OF THE BOARD (by Mr. Goodman):
This matter comes before the Pollution Control Board
(Board) upon the August 27, 1975, petition of Amoco Oil’s
Wood River Refinery (Amoco) for extension of variance granted
in PCB 75-105. Amoco seeks variance from Rule 203(d) (1) of
the Air Pollution Control Regulations until November 24,
1975.
Amoco operates a petroleum refinery in Wood River,
Madison County, Illinois, which is capable of processing
110,000 barrels of crude petroleum per day. On May 29,
1975, the Board granted Petitioner variance from Rule
203(d) (1) for its fluid catalytic cracking unit (FCCU) until
September 30, 1975. The FCCU converts oil to gas, LPG,
butanes, gasoline components, distillate fuel components,
road oil and residual fuel blending components. Amoco seeks
an extension of its variance so that its No. 2 FCCU can
continue to operate until the installation of an electrostatic
precipitator, to control particulate emissions, is completed.
Petitioner has pursued its original compliance plan in
good faith. The conditions of the May 29th variance were
that Amoco apply and obtain the necessary permits for installa-
tion and that Amoco submit monthly progress reports. The
Environmental Protection Agency reports in its October 14,
1975, Recommendation that Amoco has met both conditions.
Amoco’s current delay in complying with Rule 203(d) (1)
was due to the fact that the delivery of equipment necessary
for installation of the precipitator did not occur until 2
months after they were promised. The current compliance
plan is to shut down the No. 2 FCCU on or about October 1,
1975, for final connection between the existing operating
unit and the new control facilities. The cracking unit
operation will be resumed on or about October 12, with

regenerator flue gas diverted through the precipitator.
This unit will be energized following a week’s delay to
allow thorough drying of the linings in the duct work, seal
tanks, and waste recovery unit. A two week lead time is
needed to perform the stack test, which is a condition of
Amoco’s construction permit.
The Board notes that according to the Illinois Envi-
ronmental Protection Agency 1974 Annual Air Quality Report,
110, Wood River’s total suspended particulate meets the
primary ambient air quality standard.
The Board will grant Amoco’s variance until November 24,
1975, or such earlier date as the project may be completed.
This Opinion constitutes the findings of fact and
conclusions of law of the Board in this matter.
Mr. Dumelle dissents.
ORDER
It is the Order of the Pollution Control Board that
Amoco Oil Company’s Wood River Refinery be and is hereby
granted variance from Rule 203(d) (1) of the Air Pollution
Control Regulations until November 24, 1975, or the date
upon which the project is completed, whichever date first
occurs, provided that Petitioner shall obtain the necessary
permits for the operation of its No. 2 FCCU and control
equipment.
