ORDER OF THE BOARD (by Mr. Goodman):
Motion for Reconsideration of the Board Order of May 15,
1975, filed by a Third Party Intervenor on May 27, 1975, is
granted as to the following issue:
Whether the “full and complete” hearing
required by section 33 of the
Illinois
Environmental Protection Act requires a full
and complete hearing by the Board, such that
the decision—making tribunal is present in
person to weigh and hear the testimony and
evidence and to judge the credibility of
witnesses.
It is the decision of the Board that all other issues
raised by the Third Party Intervenor in its Motion for
Reconsideration are to be considered at the scheduled
hearing on this matter, and therefore the motion as
to
these
other issues is hereby denied.

As an aid to the Board’s deliberation,
the Third Party
Intervenor
is hereby ordered to file a brief in support of
its position seven days from the date of this Order. All
other parties shall be permitted to respond to the afore-
mentioned brief within seven days thereafter, and the Third
Party Intervenor shall be permitted to reply, if it so
desires, within five days thereafter.
IT IS SO ORDERED.
