ORDER OF THE BOARD (by Mr. Dumelle):
Petition filed April 2, 1974 is inadequate. Page 7 contains
a conclusory statement that “the hydrocarbons emitted from the
existing Vapor-Blowdown Quench Drum do not contribute to the
formation of photochemical smog”. The basis for this statement
is not given and additional data as to oxides of nitrogen
air quality data, extent of solar insolation or actual oxidant
levels achieved is necessary to substantiate this.
Petitioner is directed to supply information on this
matter within 45 days from the date of this order. A waiver
of the 90-day decision period shall be executed until the date
of filing of the needed information.
Failure to timely file the information shall render the
petition liable to dismissal for inadequacy.
