ORDER OF THE BOARD (by Mr. Seaman):
On July 23, 1973, Petitioner, Joseph Miceli, of

him to obtain a sewer connection permit for an apartment
building to be located in Lake County.
The Petition is so deficient and incomplete that
this Board cannot find sufficient allegations upon which
a reasoned decision can be made. Petitioner is, there-
fore, given leave to file an amended Petition within
thirty days of the date of this Order.
In that regard, Petitioner is urged to familiarize
himself with Rule 401 of the Procedural Rules of the
Illinois Pollution Control Board and consider Bereskin v.
Environmental Protection Agency (PCB73-l43), Patrick V.
Environmental Protection Agency (PCB73-188), Anderson v.
Environmental Protection Agency (PCB73-166), and Baron v.
Environmental Protection Agency (PCB73-l95).
