    OPINION AND ORDER OF THE BOARD (by Mr. Dumelle)
    Petition was received February 1, 1973 for a variance to connect
    Mrs. Elsa J. Miller’s residence at 2.51 King Muir Road in Lake Forest
    to a sewer. Sewer connections have been restricted in the North
    Shore Sanitary District since the Board’s order of March 1971.
    The petitioner alleged that her septic tank is “connected to the
    storm sewer and has no drain field or filter.” She further states
    that assessments of $5,000 have been paid for the sewer and that
    water use must be restricted to prevent seepage into her basement.
    The petitioner asks speedy action since in her words “we are prime
    polluters with our present drainage system.”
    On March 7 the Agency filed its recommendation stating that
    the petitioner is tributary to the Clavey Road Plant which is now
    hydraulically overloaded. The Agency also noted that by May 1973
    the Clavey Road Plant will have the capacity to treat 12,000,000
    gpd at a secondary level of treatment.
    The Agency recommends a grant of the variance if the petitioner
    can provide a verified statement that the septic tank discharges
    cannot be eliminated “by relatively minor expenditures.” On March 15,
    the Board entered an order requesting that information within 15 days.
    On March 28 a letter to Mrs. Miller from H.T. Strenger, Inc., a
    plumbing contractor estimated that it would cost $3,800 to install
    a lift pump-and-basin and a septic field. No guarantee could be
    given because of the soil conditions.
    A letter dated March 30 was received from the Lake County
    Health Department Division of Environmental Health which verifies
    the Strenger comments as to unsuitability of the soil and strongly
    recommends connection to the sanitary sewer.
    While we are not advised as to where the storm sewer drains
    we can assume that at some point the unchlorinated septic tank

    effluent joins a water course and could pose a health hazard.
    We agree with the Agency and Lake County and grant the variance.
