    Motion to stay payment of fine heretofore entered in the above—
    captioned case has been filed because of the pending appeal in
    case Environmental Protection Agency v. City of Waukegan.
    As an alternative motion, Respondent requests an extension of
    time to August 23, 1973, within which to pay the penalty.
    The motion to stay the penalty is denied. The motion to extend
    the time of payment to August 23, 1973 is granted.
    IT IS SO ORDERED.
