    ORDER OF THE BOARD (BY SAMUEL T. LAWTON, JR.):
    Petition for variance was filed by the U. S. Army Installation
    (Granite City) presumably to allow particulate emissions in excess
    of regulatory limits, from petitioner’s coal-fired boilers, pending
    installation of oil burning equipment for a period ending April 30,
    1973. Hearing will be set on the petition and recommendation of the
    Agency.
    Within 15 days from the date hereof, petitioner shall file a
    detailed specification indicating precisely what regulation the
    compliance with which Respondent seeks to be excused, what the
    extent of its emissions are and what harm, if any, will result to
    the community as a result of the emissions from Respondent’s facil-
    ities during the period of the variance proposed.
