Opinion & Order of the Board (by Mr. Currie)

Scott Air Force Base on February 3, 1972, was given

until October 31, 1972 to exceed particulate emission

limitations with respect to six coal—fired boilers while

proceeding with a program for conversion to oil, #71—132,

3 PCB 577. Four of the six have been shut down on schedule;

two others must continue to burn coal to provide building

heat until not later than November 30, l972,l when two

shut—down boilers will be able to operate on oil. The one—

month delay was caused by an ironworkers’ strike and by a

supplier’s late delivery, both of which the 

Agency agrees

were beyond the petitioner’s control. We hereby grant the

requested extension with respect to the two remaining coal-

fired boilers to November 30, 1972, or such time as the oil-

fired boilers can be operated, whichever is sooner.

1. The Agency tells us petitioner expected to shut down

one boiler by November 17 and the other by November 22.
