ORDER OF THE

On
October 6, 1972, we received a petition for variance from
the City of North Chicago, relative to disposing of landscape re-
fuse
from
tornado damage.
We have received a recommendation that
the variance be granted,
subject to certain conditions, set forth below. Due to the special
nature of
the
situation and the unsuccessful attempt of petitioner
to secure an air curtain destructor, we grant the variance to open
burn the landscape waste, subject to the following conditions:
1. The burning shall take place only between the hours
of 11:00 A,M, and 4:00 P. M.,and only when a wind of
between
5
and 20 miles per hour is blowing, and the sky
is not overcast;
2. The burning shall not take place if there is an Air
pollution watch, alert or warning in effect;
3. Petitioner shall burn the branches on virgin ground
at a location within its landfill which has been in-
spected and approved by an Agency representative;
4. Petitioner shall provide adequate fire protection
equipment;
5. No fuel of lesser quality than a No. 2 fuel oil shall
be used to promote combustion;
6. All burning shall be under the direct supervision of a
City employee;
7. The ashes shall be deposited daily in the landfill;
8. Petitioner shall complete the burning operation within
30 days from the date of this Order.

certify that the above Order was adopted on the 31st Day of October,
