    ORDER OF THE BOARD (by Mr. Dumelle)
    In response to a Motion for Clarification filed by the Environmental
    Protection Agency dated December 7, 1972 the Board clarifies its intent
    as follows. The numbering below corresponds with the listing of the
    Motion.
    a)
    The term 1Tcontinuous monitoring stations means stations
    which will operate automatically around the clock and which
    will yield a permanent record (strip chart, punched tape,
    computer tape, etc.) and which have a sampling frequency
    and sensitivity sufficient to detect puffs of SO9 of short
    duration and intensity all sufficient to cause plant damage
    as well as long term low levels which might cause decreased
    yield.
    b)
    The uplant damage” referred to is to be considered as theoretical
    plant damage since what is desired to be known is whether the
    potentiality exists for plant damage from SO2
    in the future even
    assuming
    it has not occurred in the past.
    c)
    Plant damage is to be considered as applying to planted
    crops such as corn, soybeans and those plants actually
    found in the area in farmers’ home gardens. OrnamentaL-
    shrubs
    and flowers, unless raised in a commercial enter-
    prise, shall not be considered. What is desired to be
    known is whether SO2 levels exist sufficient to cause
    theoretical plant damage (see ‘b’ above) on plants
    actually planted in the area as described above.
