    now moves to withdraw the petition, arguing no variance is
    necessary because

    our
    recent revision
    of
    the regulations,
    which postponed the compliance
    date
    to December 1973 (Water
    Quality Standards Revisions, #R7l-14, March.

    need not decide whether or not we agree with this assessment;
    if Borden does not
    wish
    to seek a variance, there is nothing
    before us to be decided. The motion to withdraw is granted
